Can transparent selection, need validation, and staged support increase the proportion of ideas that become independently reviewable prototypes or public outputs?
Testable hypothesis

Compared with the baseline recorded at entry, projects completing need validation and stage gates will show a higher proportion of independently reviewable outputs; a single non-improving assessment is not decisive, and prespecified thresholds plus repeated evaluation determine whether evidence supports progression or triggers stopping or revision for unsupported evidence or uncontrolled risk.
